tool bar question

Hello
I noticed when I was on line on my tool bar for a music webpage, under the main definition of "TOOLS" there is a sub title of "AUTHORIZE/DEAUTHORIZE COMPUTER". It was pointed out by a technician that this should always be deauthorized. Does anyone know the significance of the option?
