Toshiba Satellite C75-C7130. No power

So my mother has had this laptop for just over a year. One day, it doesn't turn on.
The power adapter is getting 19v(which is correct). I tore the laptop apart and checked the main power wire going to the board and it is also getting the 19v. Did not notice anything blown or popped on the MOBO or anywhere.

Whether I plug in the AC power adapter or run in off the battery, when I push the main power button it lights up for 8 seconds and turns off. The fan does not spin up, nothing comes on the screen. The only noise it makes, from what it sounds like, is it sounds like the DVD drive try's to start up and that's it. Only makes a noise for a second.

Any thoughts? Mobo? Power button? Im lost lol
 
Try resetting it but removing battery, press and hold the power button for 30 seconds then reconnect battery and turn it on. Sounds like it could be a motherboard or hardware issue like a failing hard drive, I've seen it happen. If you can remove the hard drive, do it and see it stays on.
 
Ive done the reset test already with removing the power and pushing the power button.

But even if the harddrive was failing/failed, shouldn't it still power on?
 
I've seen a bad hard drive immediately turn a pc off after turning it on. With computers, anything is possible. I'm not saying thats what it is though, but its one of the easiest things to check. It could be a bad motherboard.
