Tracking IP addresses?

I know relatively little about this so please bare with me...

Is it possible to track the IP address of an individual who posted a comment on a website after they have already posted that comment on the website and if the website does not require you to register in order to post?

I apologize if that is confusing, the real life scenario of what I'm looking for is this...

The website Juicycampus.com allows you to post a comment without registering to the site and claims it is 100% anonymous. Is this true? Is it possible to find the IP address of an individual who posted a comment on that website? If so, how?

Usually a forum admin may have access to the records of the IP used to post the comment. How else would they know who to ban in future if the comment was inappropriate?

Unfortunately the format of this website is to keep the posts "anonymous" so I doubt the forum admin would be willing to tell anyone an IP address.

Is there a way to find out the IP address if you're not an admin on the forum?
