Transfer DLC from PS3 to PC?

Back in my console days I had need for speed most wanted on my PS3 and I put hundreds of dollars into the game to have all the DLC of car packs and city driving upgrades. I have since downloaded the game on my pc. Do I have to re-buy everything or is it transferable?

I don't have the pirate version. You can only get it on Origin and I got it for free on one of their "free game on the house" nights.
