Trouble installing Windows; what is this error code?

I'm having some trouble as of the past couple of days trying to get my system back up and running. The other day, I turned my computer on in the morning and was unable to boot into windows. It checked the hard drive, but was still unable to boot. I let it try and do a System Restore, but that didn't help either.

I didn't really have much on there that wasn't already backed up to my external HD, so I went ahead and reformatted the whole disk and started the install process of putting 7 Pro back on there. For some reason though, no matter what I do when I try to install, I always get this message and error: "Windows could not set the offline locale information. Error code: 0x80FE000". Anyone know what this is or how to fix it?
 
you say you have checked the disk. Did you run a HDD diagnostic on it at all? Also, are you installing to the disk set as primary in the BIOS?

"The error you are encountering that "could not set the offline locale infomation (error 0x80fe000), you may
be trying to install onto a logical drive instead of the primary drive. If you have two hard drives on your computer, look and see which one is set as the primary and make sure you start the install there.

You need to install Windows 7 on a primary partition not a logical partition. Make sure that the partition is created as primary one.

I would also run some diagnostics on your hard drive and make sure you aren't having any problems before starting the install.

1. Date and time is set correctly on the BIOS.
2. You also need to set the bios to boot disk 1, instead of the required disk 0. You may contact your computer manufactuerer for making any changes to the BIOS.
3. You need to disconnect any external devices from your computer, except Keyboard and Mouse and start the installation.

It's not a logical drive...I thought that too...I actually read that article you posted before, so I went and deleted the partition entirely instead of just formatting it, but that didn't help either. I'm going to use another formatting tool first and see how that works.
 
First of all try to format your HDD with the Kill Disk DOS tool.If that fails then your HDD is damaged.If it finishes successfuly then install Windows 7 on that formatted HDD.
