troubles building a PC

Hello. I decided to build my PC. I believe that i followed all the instructions in my motherboard's manual correctly, but when i turn it on, it does not work. The fans spin for a couple of seconds and then stop, and a red LED next to a PCI slot lights up. Can anyone help me?

these are my specs:
TUL XPRESS MAINBOARD 200P (uses radeon xpress 200p chipset)
AMD Athlon 64 3200
Nvidia Geforce 7600GT
Raidmax Astro PSU and case
1 GB Corsair dual channel RAM

i think this is probably a motherboard issue (although i suppose it would be possible that my Case or power supply is screwed up)

time to time, that happens to people.

just unplug everything and plug it back...

try turn switch off your psu and on.
take all the wires off the mobo and try plugging them back.. and it worked on my computer.
 
If none of the above suggestions work,check your manual and see if that light is an Over Temp light. If it is, check your cpu, heat sink, fan set-up. If you unplug your PC for a few minutes and plug it back in then start the PC, does it repeat the problem? If so, I'd be looking for an over temp condition if the light is an over temp light.

could be anything... if the light is a warning light maybe youd like to try plugging a pci card into a different slot.
