Troubleshooting a pc that wont post?

Just curious on this one after the most recent windows updates my pc restarted like always and now it wont even post. Its about 4 years old my first thought was power supply so i unplugged everything besides the harddrive and still nothing... I dont have the cash to build a whole new pc and this one is still decent and i would like to get it running again if possible. Just wanted a few suggestions on troubleshooting you guys might have?

Its a pentium 4 prescott core intel d865perl motherboard with 2.25 gigs of ram and 2 harddrives running on it. Also i have 2 optical drives and 2 external hdd's hooked into the pc when its running. The psu is a 300watt(underpowered i know) but was running ok. I have reset the cmos battery and it didnt seem to make a differnece. If i take all the memory out it does give me errors like it should but no post beep anymore and thats where i'm stuck at...
 
If the pc is not beeping it norm means there is a Power supply or system board problem
but it does depend on make of board, id firstly take all the ram out and just fit one stick back, and just have one hard drive plugged in and try it
 
i have put just one stick in and tried it with all 4 that are in there and it wont post i figured either the mobo or psu were bad but didnt know how to troubleshoot... When you try to start with no ram you get the usual distress beeps so i was leaning more towards psu issue...
 
300W IS underpowered. Unplug all USB devices, HDD and OD devices. Then try to start. If nothing goes, the PSU would be my first buy.
 
I unplugged every thing but one hdd the video card and the mobo itsself and still no post any reccomendations on a good psu for that mobo? I would like one with wrapped cabeling possibly if i'm going to upgrade you know..
