"Turn on Windows Security Center service"

Every time I turn on my computer with Win 7, I get this message in the task bar, "Turn on Windows Security Center service". When I open up the action center and click "turn on now", it does so in few seconds and in the short time I can see that it has something to do with spyware and virus protection.
Why is it that this isn't turned on as default when I turn on my computer? My anti virus (ESET NOD32), is running fine.
 
Click on start, search, type "services.msc" without the quotes and look for windows security center and double click it. Make sure it is set to automatic and not disabled or manual.
