turning of security to run a program?

hey im trying to load a program, however when i click to run it and such, this screen comes up that says "windows found that this file is potentially harmful, to help protect your computer, Windows has blocked access to this file" and its blocked the set up file.

so what i was wondering is there anyway i can somehow stop it from blocking this so i can load the program?
 
Just out of curiosity, what program is it... and are your sure it's legit? What windows are you running? If you're running Vista, turning User Account Control off may help (Go to "Control Panel"->"User Accounts" and there you should have the option to turn UAC on or off).
 
its a lap timing program that my friend wrote.

Yer its vista, but when i went in there, theres nothing about turning user acount control off, notihng to click?
 
Try the MSCONFIG way
Launch MSCONFIG from the Run menu.
Click on the Tools tab. Scroll down till you find "Disable UAC" . Click on that line.
Press the Launch button.
A CMD window will open. When the command is done, you can close the window.
Close MSCONFIG. You need to reboot the computer for changes to apply.

You can re-enable UAC by selecting the "Enable UAC" line and then clicking on the Launch button.
