Turning on new pc - unusual response

Hey,

ive recently finished building my new pc (ive built a few before so would not consider myself a newb at this), but everytime i turn it on the power led and HDD light come on, all fans turn including cpu as if its booting up then it turns off/lights go out and fans stop, it seems upon the cpu fan stopping it then turns on again itself and boots normally and is fine until i turn it off again and back on it goes through exact same procedure. At first i thought i had a dodgy psu but on unplugging everything apart from mobo/cpu incase too much power being used and then trying a different psu in the setup and getting exact same scenario ive decided its not a psu fault. Therefore do i have a faulty or loose component/mobo or is this a bios setting im unaware of causing this?

Intel E6400 cpu
Thermaltake TR2 470W
GeForce 7600GT
2GB ram

I am not sure what the problem is. However I have a similar situation. When I turn my computer off, it turns back on. I just kinda live with it.

Check your connections is what I will say.
 
well theres obviously something up so i wouldn't say just leave it, especially on a new build as it may be the start of a larger problem if left alone.

Is the motherboard all seated nicely, just wondering if theres a slight short with the standoffs. Might be that its such a slight one its only intermittant in its problem.

is it resetting itself (i.e. when the fans s top and then start up again) before its posting? Just so we can be sure thats its a hardware issue
 
i assume its just restarting, but its so brief after first pressing the power button (literally a second or two the lights come on/fans start, before it then turns itself off and back on after few more seconds) that it doesnt have time to show anything on screen first time lights come on.
 
if its that quick then its most likely before post which suggest its got to be a hardware issue somewhere. Have you checked to ensure the CPU is seated ok and that the mobo is sitting on the standoffs correctly?

Try putting the motherboard, cpu and psu in only, no drives or anything else and turning it on...if its doing the same thing then we know the issue is with one of the three
