Turns on but no beep

Hello everyone
My friend have his wooden floors redone. The guy that did it was looking for empty outlet to plug in his sander. What he did is he cannot find one so he unplugged PC power cable while it was still running.
My friend want to throw away the PC but I told him to give it to me.
So now. The power supply was bad and I replace it with one that I have laying around. Old one was 300W the new one is 250W. I turn on the PC and fans starts to spin but no sound from the motherboard. And nothing on the screen.
Also after I turn it on the fan on CPU heatsink stops to spin after few seconds. Is that mean that the motherboard is fried?
I've already reset CMOS and tried to turn on the PC with RAM removed. Still no sound.
How I can check the motherboard? I want to make sure it's not the CPU.
 
If there are no beeps then its possible there is no system speaker attached. Remove all power and data cords from devices such as hard drive, cdrom drive and others. Then try booting up to see if you get video. Might be bad ram, replace with good ram.
 
I don't see how unplugging the power source damage the hardware. It can corrupt the OS where you'd have to reinstall.

Maybe the PSU you tried might just not powerful enough or you left out a power plug somewhere. This is not knowing what the system is and it has a 4 pin CPU power plug that you might have forgotten about or your test PSU doesn't have one.
 
Did it do the same thing with the old power supply. Just unplugging it isn't going to kill the power supply.
 
This got me thinking, did the worker plug back in the power plug while the system is still turned on? Some have the BIOS set (I never do) to resume system after power outage and the surge took the toll on the PSU or the hardware itself.

Turn off the PC at the wall socket, keep it plugged in and the PSU switch to on. Hold down the PC power button for 30 seconds. Turn wall socket on again and try to start the pc.

When you say you reset the CMOS what exactly did you do? As this is very likely the issue. Also what exact hardware does this PC have? What exact PSU is the new 250W one?
 
First of all I'm really sorry for such a late reply.
By resetting CMOS I meant that I unplug the power source and switch jumper on the motherboard. Wait 20 seconds and switched it back to original position and then reconnect the cable.
The PSU I put it is diablotek DA series 250 . 250W ATX power supply.
Also I did attach the 4 pin connector to the board.
Last night I took the whole thing apart. THAT THING WAS DUSTY!!!! Clean processor and heatsink with isopropyl alcohol and reaplied thermal paste.
After that I tried to run turn on the PC without any hardware installed and still same thing. No beep and the CPU fan stops spinning after several seconds. Also the main case fan stops spinning right after that

Should I keep holding the power button while turning on the wall socket?
 
Ok, that may be the issue.

Do this:

  1. Turn the power switch off at the wall.
  2. Ensure the PSU switch (if it has one) is ON.
  3. Keep the computer plugged in with the above conditions.
  4. Remove the CMOS battery.

  5. Hold the power button down on the PC for 20 secs.
  6. Replace the CMOS battery.
  7. Turn the wall socket power back to on.
  8. Start the computer.
  9. Enter the bios and set default settings.
 
Okay. I replaced motherboard with new one. Still nothing on the screen and no beep. But after I replace it the fans keep spinning all the time.
Also I have noticed that some of the capacitors on the old board are blown . Is that mean the CPU is fried?
 
There is a good chance that the CPU has failed. Does the replacement motherboard have a speaker.....if not, I would buy one, as they are only a couple of bucks. Beeps and or the numbers/flashes on motherboards go a long way in helping to diagnose.
