TV Out

My laptop has a tv out but it is limited to pal/ntsc, is this a hardware thing on can it be changed by a driver update. The reason I ask is that I want to output to a secam tv. My graphics card is

Supports S-video/TV-out (NTSC/PAL)

specifically....
"Stable Hues and Constant Saturation - SECAM shares with PAL the ability to render images with the correct hue, and goes a step further in ensuring consistant saturation of colour as well.
Higher Number of Scan Lines - SECAM shares with PAL/625, the higher number of scan lines than NTSC/525."

I think this means Pal will work the best with the Secam TV. Not sure though... New to me.
