Tv Tuner Card Help & Display Picture Help...

I just bought a new Dell with a Dual tuner TV Card and their "ultra sharp" 19inch Flat panel.

My problem is the cable picture when trying to watch tv on the computer is very poor.

It's best described as watching a TV with a bad set of rabbit ears antenna.
Very "snowy" and some channels are coming in as black and white and you can barely see the picture.

Fyi, the cable is connect directly to the tv tuner card. The cable line was connected to my TV and worked great, but now connect to the computer its terrible.

And ideas on this issue?
 
Some capture cards just don't have good tuners in them... My previous KWord tuner looked horrible. However, I switched to a WinTV capture card, and there was a worlds of difference. Same goes for some of my TVs/VCRs/DVD-Recorders. Some seem to pick up much better than others. I suspect that's al lyour problem is, and there might not be much you could do about it... :-/
 
In the next day I will be swapping out the AVerMedia PCI350 Ultra TV tuner/video capture/dvd burning expansion card for the lastest PCI1500 model to see the improvements made there. For some reason the sound is not found in captures while the tuner is still the work horse it's always been. It's been through 3 custom builds already and is due for retirement I guess.
