Two Monitors. Ones Flashing.

I have a windows 7 64 Bit desktop that runs with two monitors. Randomly, one of them will start to flash and not work until I shut off my computer and restart it. I have tried installing the latest update for my graphics card and all other drivers, I have tried plugging in different cables. Has anyone else had this problem? If so how did you figure it out? Thank you in advance.

I have an AMD Radeon (TM) R9 200 Series, AMD FX(tm)-8320 Eight-Core Processor. And that is honestly all I remember, I have had these monitors for about 1 year. However I don't believe it is the monitor because when I unplug the one that does it, the problem happens on the other one. But im honestly not positive.
 
You most likely have a bad video card. Do you know exact model of power supply you have? Also would need to know what exact video card you have. The 200 series a few different models in it.
