Two newbie questions

Ok, I may be building a computer that will need to be able to do 2 things: Play Star Trek Online when it comes out, and handle other games that may come out also.

There are no official requirements, but here's a rough idea:

So........

1. Will I be able to build a computer on a budget of $800 max that can handle this?

2. What is really the difference between single-core and multi-core processors? I am assuming with multi-core, it is able to multi task better than a single-core.

You can build a system that will "play" the newest games coming out for $800, but that system will play them on low or medium settings.

As for star trek online, it should play it very well, since it will not need the latest video card to play it.
