The lag on Ubuntu is incredible, and I can't get any drivers installed for my Radeon 9200SE. Do I have to buy a new video card?

It might, did you try using the Restricted Drivers Manager (System>>Administrator>>Restricted Drivers Manager) to get the driver

You can have the system profile itself during a startup to remember what files it uses and it what order it uses them. It will boot very slow while doing this since it's making a record for itself for future boots. After it loads, wait for the HDD led to stop blinking, then restart and watch it fly

PM me for a how-to; it's super easy. Also, what are your Laptop specs? Is this the Tablet you mentioned? You may be better off with Xubuntu (much lighter than the Gnome or KDE version).

Wine may help you in the gaming regards. It's a compatibility layer that makes (most) Windows Apps. play all nice-like with Unix. As far as the Tablet PC part, again, I'm referring you off-forums to this link:
