Unable to install programs/applications

Hi,

I have a Compaq Presario 2700 laptop (using Windows XP) that is unable to open setup executables. When I select it, nothing happens. It could open any regular file, but it doesn't open the ones with ".exe" extensions Is there any way I could fix this problem to install programs? Thanks in advance.

yeah, that's what I thought. But here's the catch-22:

I don't have a anti-virus installed. I have one to install, but the computer doesn't open the executables. Any way around it?
