Unable to use links

Hi, All was well until my computer started partially freezing when on line. Not a crash but some of the functions stopped working, such as closing a programme or starting another. Instead of doing a restart (which always solved the problem for the moment) I found it quicker just to log off then on again. However after doing that I now find that when I try to use links eg in e-mails I get a little red cross telling me that the operation is cancelled because of restrictions in effect on this computer. It says I should contact an administrator. As I am the only user I don't know how to solve this. How do I remove these restrictions which I seem to have introduced myself?
Win XP SP 2 + Office 2003 Outlook.
 
That problem comes up outside of Outlook Espress and even in Windows Mail for Vista here. This is due a non domestic server that you are unable to connect to. Default security settings in the IE options can also be factor.

You started two threads one by mistake apparently.
