I've never seen ram underclock itself. If you're talking about the speed it's running vs the advertised speed you bought the ram for, then it could be a simple mistake of not setting it manually to the frequency it's capable of. That or the XMP profile is not read correctly by the BIOS. Which can also be solved by setting the right values manually.
 
If your RAM is underclocked (and you didn't underclock it yourself) is that a sign of RAM failure?

I'm totally fine with the underclocked speec , as it doesn't affect my gaming performance. I just wanted to know. So, should I not worry?
 
Oh, you're asking about why DDR3-1600 memory is running at something like DDR3-1333 instead?

It's probably just due to the integrated memory controller within the CPU stock settings default to a lower speed than what the memory is capable of. You should not worry about it.
