Upgrade questions?

Hi everyone, I'm absolutely new to PC gaming and I'm hoping to get a few questions answered. They are:
1. I own a Dell Latitude E6430 and I'm thinking of upgrading it to play games on. I'd like to know where I can get parts that meet/exceed the requirements I post BUT won't break the bank.
2. What parts would you recommend that meet or exceed the following requirements?
- Quad Core Intel or AMD CPU processor
- DirectX 9.0c compatible NVIDIA or AMD ATI video card with 1 GB RAM
- DirectX compatible sound card
3. How well would an external Hard Drive work in PC gaming?

I think my computer has a 2.6 GHz CPU installed and has 8 GB RAM with 256 GB memory capacity. What should I upgrade, where do I get it, and what's the best price I should look for? Thanks ahead of time for your help!

There's not too much as afar as upgrading on a laptop. The biggest thing holding you back is the integrated graphics (unless you have the model with 5200M, which is more of a professional card). Since there's no real way to upgrade the video chipset in those, you'd be looking at a new PC.

Since I'm a noob, how do I find out which graphics (card? driver?) my laptop currently has?

Go into device manager and look under display adapters and tell us what it says. But as said by beers, you will be looking at getting a new machine.

Okay, it says I have Intel(R) HD Graphics 4000. In order to at least meet my posted requirements, which laptop do you recommend that can be upgraded or I could play at this level out of the box? One that won't break the bank?

You'll need to drop about $700-$1200 on a gaming laptop from ASUS or MSI.
