Upgraded CPU and nothing works now

I Just bought an i7-4790k to replace my i5-4570s. I got it installed and turned on the computer. My case lights and fans came on but my monitor stayed black, and my keyboard or mouse did not come on. I switched back to my i5 and the same thing happened. I then completely unplugged everything and my i5 booted once i re plugged everything. So I re installed the i7, and did the same thing, unplugged everything. But it will still just sit at a black screen. So I'm not sure what to do from here. How do I determine if it is DOA or figure out what I need to do?

I also just unplugged my CMOS battery and re plugged it a minute later and I have the same results

Try updating your BIOS. But, if you're using an i5 S processor (I think they are power-saving ones), your board may not support the full-voltage i7 that you trying to run in it.
 
I was about to reinstall my i5 and update bios (i'm asumming though msi website?) The only reason that I have and i5s is because I got it on sale for 96$ my PSU (650W) should be plenty to power it.
 
Just noticed you have an MSI Z87-G45 board which should be fine for an i7 - so definitely try updating the BIOS.
