upgrading comp and need help!

I thought it was time to upgrade a few things on my computer. I plan to keep everything that is on my existing computer and just upgrade the motherboard, ram, and processor. I am considering on getting a new graphics card(a ati hd3850) to replace my ati 9550. Not sure if I should but im thinking about it. Here is what im thinking of buying:

1) AMD Phenomx4
2) ATI HD3850
3) ECS Motherboard
4)RAM

Does this stuff go well together? Any changes I should make? Also what else do I need to know? This is my first try at building a computer.
 
The RAM is a little on the slow side, I'd go with 800Mhz minimum, and I'd recommend Intel over AMD.
 
what is your budget??? and i can recommend you a CPU, ram, Motherboard and a good video card.
 
My budget is around 400-450. I might be a lil more flexible if it is worth it. Also, I was wondering if I built a new pc with my hold hard drive, do I still need to install an OS?
