upgrading. have questions

right now i have an athlon 64 3200+/ddr400 1.5gb ram/ati raedon x1300 video card.not happy with it at all. i want to build something alot faster but cheap. i was thinking this:

3.4ghz p4
water cooling for cpu
ddr2 1000 ram or ddr3 1333 (whats the benefit of faster ram?)
overclockable motherboard
nvidia 8600gts video card
400w power supply

any suggestions or opinions? i want to build something cheap i can play steam games on and games like gta 4 and cod 4. also how far would i be able to safely overclock the p4?
 
Can you post your budget and also where you would be getting the build from and we might be able to help you with something better and updated.
 
Really, you would be better off saving money and upgrading to something you can use for a while. A P4 is dated technology and won't keep up. But if you really want something this cheap, what is your budget?
 
whats the cheapest proccesor and video card that isnt dated? i might save up for a while. i can put $160 into every month.
 
$160 is a really tight budget.
Getting a PC which can play GTA IV would be really really difficult in that budget.
You would be better off getting an XBOX 360 :D.
I found some used desktops but even they won't be able to play GTA IV.

well you said something about being able to put 160 a month, newegg prefered acounts can go 12 months intrest free paying for something over 500 dollars in value, over 250 you have 6 months without intrest. and a p4 with ht i believe was considered a fail by intel.
