upgrading motherboard

Hello, so after countless hours of anger because my pc is too slow i have decided to make a change in my life. That change is upgrading my motherboard (yes i know upgrading your mother board won't give you more speed but you know what will? RAM!) My pc specs are:
Gigabyte g31m-es2l mother board
2GB DDR2 RAM
Intel Pentium Dual Core E5500 2.8GHz
Nvidia GT 730
PSU= 400W
After looking up in the internet i noticed that DDR2 RAM is much more expensive than DDR3 so i was thinking of upgrading my motherboard to get more and cheaper RAM
My budget is low that's why i want to know will :ASRock 970 EXTREME3 R2.0 and 2 sticks od DDR3 4GB ram + AMD FX-4300, Quad Core, 3.80GHz, 4MB, AM3+, 32nm, 95W, BOX would work
I know that it would be better just to get a new pc but since i have a budget only for 200 i thought i would get more if i'd just upgrade.

So I would really appreciate if you guys would take a momment from your time and helped me.
Cheers!

Yes DDR2 is expensive because its not made anymore, so supply is limited, but there is still some demand for various reasons, so prices will increase.
What country are you in?
We need to know 200 what and where you can buy from.
You can save money by reusing your case and hard drives, but can you tell me the age and model of your PSU please.

Additional RAM usually means you will 'lose less' instead of 'gain' performance. The CPU upgrade will give you a lot more in the 'faster' department.

FPS wise you will still be largely limited by the 730

I'm from Lithuania, prices here are pretty good maybe 10% higher than usual. I totally forgot to mention it is 200€. About the PSU when i'll get hone i will tell it's name/brand, I bought the pc in 2010 so the PSU is prob from 2010.

I know that RAM won't give a huge increase in performence but now pc feels unusable. The 730 is pretty weak but it's new since my old graphic card broke i bought this one it will do for a year or two, the CPU is weak that's why i'm going to buy a new one but i am afraid when i buy a new motherboard the new cpu won't be compatible or the graphic card so i'm seeking help.

You also need to be concerned with the type of OS license you have. Is it a retail or OEM version? If OEM, changing the motherboard will have activation issues. Might have to purchase a new license. What OS are you running?

I'm running a Windows 7 OS and it was reinstalled previosly with other disks which i got of the net. Is it a problem?

this is my PSU

Hmm, if it is absolutely necessary i could squezze like 25 euros into a new PSU for exp: ATX power supply SilentLine 425W

But why is it a bad PSU?

Okay, guys I'm thinking of getting Intel Core i3-6300, ASRock H110M-DVS/D3 Micro ATX LGA1151 Motherboard and Kingston HyperX Fury Blue 8GB (2 x 4GB) DDR3-1600 Memory, Is this a good idea? And could some1 explain why my PSU is bad, and do i really need a new one?

I personally have never heard of that manufacturer, but after a quick google I'm getting the strong message that is manufacturer makes very low quality products. The PSU is the most important component in any computer, it should protect while cleaning, filtering and converting to provide a stable current at the correct voltages while providing sufficient amperage. A cheap product is more likely to put your computer in harms way as they tend lack many safety features, are often poorly built and are unable to supply sufficient amperage, leading many to overload them. PSU's also degrade in performance after time decreasing the amperage they can supply.

Your PSU is low quality and getting old, it should be replaced asap. I would be a shame to have your new upgraded components killed by your PSU.

That psu is only pushing 180 watts off the 12 volt rail which is unbearable. I'm surprised its actually powering your system. Get the corsair or evga 430 watt psu and you'll get almost 400 watts out of the 12 volt rail.

I don't think we even need to look at the wattage of the +12V rail to know it's bad. It puts out 16A on that +12V rail. I don't think I've ever seen a PSU with such low amp rating on that rail before.

I've actually see worse.

Sometimes when I have bought cheap cases in Spain and they come with a free PSU, now keep in mind these cases cost around the 20 euro mark, so that makes me think, how damn cheap are these PSU's and who the hell is using them?

These PSU's are called "Colours" and they seem to be made in 400w and 500w models, I believe the 400w model puts out 12 amps on the 12v rail or at least that is what they claim. They have absolutely no weight to them, probably because they only contain a fan and a PCB that seems to be missing most of its pieces, you know when you look at a PCB and they have those markings and holes ready for something to be attach and soldered, well it seems most have not made it.

I literally put them straight in the bin and I have come across a fair few dead ones. When I'm back it Spain I will see if I can find one and upload a picture.
