Upgrading on windows?

I heard that when u upgrade hardware while using Windows XP OS, you can only reactivate 1 time, then you have to rebuy a new OS. Is this true? By reactivate, does that mean that I can only add 2 new pieces of hardware, until I have to buy a new OS?
 
When you buy Windows and install it, it will ask you to activate it. Then you may only be able to re-activate it one more time. Once that happens, you dont need to buy a new OS, simply call the number that microsoft gives you and the'll give you a new key for free. And you should only have to re-install windows if your having problems with your system, or you buy a new motherboard.
