Is it me or the UPS gets discharged more when is plugged or unplugged? Seems like in those seconds it loses a lot of power.

Depends on how old it is as batteries in UPS will deteriorate over time as they are constantly on a trickle charge.
Also depends on build and quality as some cheaper ones give you enough time to power down your PC.
Usually the time period can be between 5 minutes to thirty minutes
