USB 2 running as 1.1 even though enabled in BIOS

I just bought a USB 2 PCI card (PC-line), which the shopkeeper assured me was "plug and play"... but when i try plugging my audio interface e-mu which needs USB 2, I get "this device can perform faster..." message.

USB 2 is enabled in BIOS, but it does say "EHCI USB controller only... Bios itself may not have high-speed USB support"

so if bios doesn't support USB 2 is there nothing i can do to get USB 2 with the existing motherboard?? i cant find any specifications on the motherboard, though in device manager even before i bought the PCI card, 2 of the ports said USB2 enhanced host controller, so i assume it must support usb2?

as for drivers, when i try and update any of the usb ones through device manager they say there are no newer than what i have already.

I'm running windows XP sp2, the motherbaord is Foxconn n15235, & I bought the PC about 18 months ago.
 
A couple things, Providing that motherboard was manufactured 18 months ago it will have usb 2.0 on it. Check in bios to make sure that its set to high speed not full speed... For some reason i had a motherboard that changed its setting all by itself from high speed to full speed and thats when i got the same message you did.
