USB 3 can't be formatted by windows 10 not from gui or by terminal?

It's probably a bad usb drive then. Try a different pc and if it does the same thing then that is what it is. Doesn't matter if its new or not.

1. Try a different USB port
2. Change the drive value (D: for example) to something else using Disk Management.
3. Make sure you take ownership of the files on the USB.
4. Try a different usb drive
