i have Fujitsu Siemens with 4400 mAh Battery how long can it stay on standby This is the first question

the second question can i use USB port of a laptop to charge something when the laptop is OFF ? any program bios setup or .... ANYTHING that i can do so i can charge a device when the laptop is off

As far as batter life goes, I imagine about 24 hours - maybe more?

And as for charging anything via USB when the computer is off, that's a no.
