USB device must be unplugged???

I use a NetGear USB wireless transmitter on my desktop computer. This USB device must be unplugged before shutdown in order for this device to be recognized after start up. (I am using a USB printer, keyboard and mouse and they do not require a disconnect.) This is a real pain when doing a simple reboot. Any suggestions as to what hardware or software conflicts may cause this anomaly?
Thanks.

A few questions right off the bat:

1. Are you using a USB hub/splitter in order to hook these devices up?
2. Have you tried re-installing the drivers for wireless adapter?
3. Do you have any other wireless networking devices installed on the computer?
