If the top speed of the burner is say for example 16x, and a USB2 and IDE drive are both capible of burning at 16x, then they will be the same. 16x is 16x.
However an IDE interface is faster than USB2. It just depends on if your device will take advantage of the interface's full speed. A DVD burner probably won't.
In other words a USB2 port has a transfer rate of 480mbits/s That's about 60MBytes/s, an IDE interface has a transfer rate of 133 MBytes/s. a 16x DVD burner burns at 21.6MBytes/s. So it really doesn't matter.
Also, 99.99% of all external USB drives are IDE drives in an external enclosure.
