USB Issue/driver issue?

HI My computer crashed and it turned out to be a faulty hard drive. I replaced the hard drive and it fixed it however the usb devices i had plugged in at the time that it crashed are now the only devices that are recognised. i have re installed windows, tried installing drivers and still no fix. my alternative mouse keyboard and an expansion drive are all not recognised however work perfectly on other computers. Any advice or help would be appreciated.

Is this a custom built computer or store bought? If custom built I bet either there is metal going into the usb ports and have shorted them out or the motherboard has damage. How did you reinstall windows without mouse or keyboard?
