Usb Laptop Problems

Hello everyone, this is my first forum post here. Basically, my mother has received a laptop from the school she works in (no its not stolen) and we managed to sort a few things out regarding its previous state of connected to a school domain. I know a fair bit about computers but a few things are bothering me and hope they can be sorted somehow.
Firstly, when I have been browsing the bios, i see nothing to do with usb. I was told a posibility was for me to be able to upgrade bios and this will work.
i did buy my mother a usb to ide cable so i can connect my dvdwriter/cd drive to the laptop. however, i want to format the hard drive on the laptop but i cannot access anything in bios. There was no floppy or cd drive built into this machine. so i dont know how i will be able to format and then reinstall windows xp.
if someone believes they can help i will then provide details of the laptop.

The bios must support boot from external/usb device,search in the bios for a "Boot from:" or similar phrase.
 
there are minimal options in bios, less than i have found on normal machines, and nothing 2 suggest to boot from usb/external. so i was wonderin if updating bios is the way to go.
