USB Port Problem Again

Could a 300W power supply be causing problems with the USB ports on my dad's computer? This is his build Gigabyte motherboard, Athlon XP 2600 Processor, 6 usb ports, Samsung CDRW drive, 120 Gig Hard Drive, 32 MB ATI Rage 128 video card. He has his all in one HP printer, EZ Cam III web cam, and sony digital camera hooked into his USB. Everything plugged into USB gives him a problem. Sometimes the printer wont work have to reboot comp and reset the printer to get it to work. Random reboots from the webcam. The Digital Cam will beep when you hook it in but you cant get anything off of it.
 
you're either having a data bandwidth problem where there isn't enough bandwidth for all of the devices or a power problem. I cant remember exactly but im sure i remember that in some situations there should be either 1 or 5 amps of current available for USB ports; some motherboards also have jumpers that change the power delivery to the ports.
i'm also aware of driver issues with printers and keyboards under windows xp... you might wanna give it a check
 
I've tried the driver route on all 3 devices and on the usbs. That didnt help any. I'll have to check the rails on that PSU tommorrow
 
It is possible that a flakey physical/electrical connection could be causing those problems. What is the make of the motherboard? :)
