usb ports not working properly

hello,
ive got a computer which ive reinstalled windows xp on, an im having trouble with the usb ports, anything which has its own power e.g digital camera works fine, but anything that requires power like my optical mouse and modem wont even get recignised by the computer,

when i link my modem to my laptop (not connected to net, but just linked into usb port) there are two of three lights on, power,dsl (the third not lit being data) but when i link it up to the computer there is a very dull light but only on power

anyone know why i cant use power required usb stuff

Yes, if powered devices in 1.1 don't function properly. You can buy a PCI expansion card for peanuts, so long as you have a spare slot on your motherboard (I would expect that you have).
 
Ok, thanks for your help, so does this mean that my optical mouse is a 2.0 usb mouse, is there such thing as a 1.1 optical usb mouse
 
I believe optical mice were released just before usb 2.0 (I could be wrong). So the chances of finding one are slim. Even if you could find one it would be better upgrading the ports rather than downgrading the mouse. 1.1 is already becoming obsolete.
 
No i dont mean to downgrade, i meant could my optical mouse be 1.1, and then if it was it would have meant that there was somthing wrong with the usb ports, but it doesn't matter, i have already ordered some 2.0 usb ports,
