USB wont format?

Hi guys; i have here a Scandisk Usb that i formatted it to f32 and tried to use on Linux did not work now i'm trying to use it on windows and it says i have to format and i go format it and it wont format

ok here some screen shots it's hanging there and if i try to get it says it's pendent.

okay, try this. in gparted, right click on the drive partition and select delete. Then apply changes. Then plug it into windows and format it there. If this works, it will unlock the drive for windows (though it should not be locked anyway. )

Well i tried but no avail,i also tried with the CMD command but nothing these scandisk usb sticks are known for failure well i wont buy anymore of these chinnese crap.
