Using HDMI Cable to Display Image

I am wondering if it is possible to project a 1600x900 image (laptop screen) onto my 1920x1080 screen without making the picture blurry by not fully using the bigger screen. I do understand that stretching out a smaller image makes it blurry but that isnt my goal. Is it possible to take that 1600x900 display and use only 1600x900 on the 1920x1080 display. My goal is having whatever is on my laptop screen put on my other screen but with black borders around it so that it isnt blurry. Obviously if I try to use the 1920x1080 pixels then i will be stretching the image out but I cant seem to find a way to project the image in its real size.
 
If you can output with HDMI you won't see any blur to the picture. It should come out crystal clear.
