Sure it is
Start -> Settings -> Control Panel -> Phone and Modem Options -> Dialing Rules -> Edit. Bottom of the page will be where you choose Pulse or Tone dialing option

From what I found at USR's site, this might be a driver problem.
Download the new driver here: http://www.usr.com/support/product-template.asp?prod=5660a and save it somewhere on your PC that is easy to get to, like your Desktop. Uninstall your old driver first in Device Manager!! Do NOT just install this new driver over your old one! Do a clean install.
If this doesn't work, try this:
Start->Run-> "sfc /scannow" without the quotes, and with the space. This checks all important Windows files.
If THIS doesn't work, then I'm open to suggestions from others.

I installed the 2kxp driver and I'm still get a dial tone. Executed sfc /scannow and there were no errors. Looks like I would need to get an other modem that can dial in pulse mode or get a V.90 56k modem
It's NetRevolution.Went to there web site telling that the users will need to add the area code since my region is passing to 10 digit phone calls. I hope that will work
I tried the 10 digit phone number and still the same problem. By the time it compose the 4th or 5th number I get error 678. Maybe because with Windows XP it overlaps because it dials to fast. I tried using commas between the numbers to add a 2 second delay between each number but same problem. Yet with Windows 98 I have no problem at all. US Robotics suggested to use ether ATP or ADP in Hyperterminal to dial in pulse mode. If that doesn't work then to only solution I see is to convert my phone line to dial tone.
