Verifying dmi pool data is hanging

I went on my computer yesterday and it had restarted somehow and it was stuck on verifying dmi pool data. So then I tried restarting the computer and it made no differance. So I reinstalled my Windows XP Pro but it still made no differance. Does anyone know what to do?
 
Possibly a bad HD. I have seen this before, sometimes with a drive with a bad boot sector.

Try a new HD and see if it works.
 
The only other hardrive I have is a usb hard drive and it wont install windows for some reason. I also pulled up the repair tool on my Windows cd and ran a test to see if all my drives were ok and they were.

Those typically just verify file system issues. If it is hanging on the verifying DMI pool it is hanging during the boot strap. Which by deductive logic makes sense that the problem is part of the boot sector.

You can try running a bootcfg /rebuild from the recovery console, assuming you are using Windows XP.
 
I just got past the 'verifying pool data' and now when it goes past it it says "windows cannot start because hal.dll is missing" and asks me to reinstall it. So went into the recovery console and tried bootcfg/rebuild, bootcfg/repair but it still did the same thing.
