vertical lines on monitor

Hi, I have a Dell 21" widescreen LCD monitor. I have had it in storage and now that I have it back, there are tiny lines all across the screen. They aren't dead spots, like blank, nor are they any color, just greyish. The screen also kind of flickers once in a while.
Is this perhaps from non-use? cold weather? maybe it was dropped? Or is the monitor just worn out? I hate moving for that reason - computer equipment NEVER works the same after. I guess also I'm wondering whether or not my monitor is hooped or if it's fixable, that is the real question. Thanks for your response.

I would try the monitor on a different system and see if it acts the same way. If so, then you can assume its been damaged somehow, either by moving or the cold/hot temps of being in storage.
 
Also, see, if same thing happens in Safe Mode.
If not, then, most likely, you may have to reinstall video driver.
