Very loud fan noise.

Hoping someone here can help me. My computer specs is as follows:

intel 3.2 prescott processor
intel 865 PERLX motherboard
MSI FX 5200 TD video card
Seagate SATA harddrive
floppy
Vantec ION2+ 550W PSU
2 DVD roms
2x512MB DDR Dual Channel Geil HP memory

Lately, i've been its been awfully noisy. It seems that its struggling for air. I've replace my PSU to a silent one (ie the Vantec) and I can't hear a thing, which leaves the fan that is attached to my motherboard (above the heatsink) to be the problem. BIOS shows its 4000 rpm and higher on hotter days.

I've cleaned off ask much dust as i could and I don't want to remove the heat sink and apply thermal paste.... how else can i reduce the noise.
 
Go out and buy a new heatsink. Find one that comes with a large fan if you want a quiet heatsink.

Could i simply replace the heat sink like that? I don't think i can remove it from the mother board. My motherboard is 4 years old, is it worthwhile updating it and that will come with a new heatsink yeah? or is it the processor that comes with the heatsink?
