we have same problem when install software for my new bought video card. and i do the ff.
1. re insert the video card on its slot be sure and test it again. i have the same error so..
2. i insert my old video card and install my driver and it works i determine that i have defective video card so i test my new videocard to other unit and it have the same error.
3. i go to the shop where i bought it and replace it... and i got new 1 and it works perfectly

if you recently reformat your system always install videocard first before anything else
test your videocard to other unit before buying new one.

some causes in my case:
1. virus from back-up files on partition drive.
2 driver conflict
3. defective videocard
