VHS-C to DVD

I have a cheaper Panasonic camcorder that uses VHS-C tapes and I want to get the video to my PC for editing and then burn to DVD.

The camcorder only has a A/V output.

Is it possible for me to get this video to a digital file to my PC? If so, how?
