Most capture cards have a coaxial and composite in connection. You can just use the corresponding cables and connections on your VCR to hook it up. Also, with capture cards, there is software included that allows you to record whatever's playing onto your hard drive. Depending on the quality, this can take up a lot of space, so make sure to have a large enough drive. Finally, you will need some DVD burning software that will convert your .avi or .mpg to a DVD format. All in all, you should be able to get everything you need for less than $80.

If you want to burn to standard dvdvideo you may/will have to do some encoding afterwards :)
