Video card for a HDTV

I haven't built a computer in a few years and so much has changed so i need some help. So here is my idea i have alot of dvds and i want to rip them to a hard drive and i want to play them on my HDTV. I need help picking out a CPU, motherboard, and a video card. I am going to be running XP on it with 2 1 terabyte drives, this is going to be all controlled by a wireless mouse on my coffe table. I need a Video card that will give me dvd quality from my computer to my TV. Thank you in advance.

How much do you want to spend?
 
i could spend around 400 for the card, but will they give me dvd quality output? what cpu and motherboard would you recomend i would like to keep the cpu and motherbord under 600, this computer is going to be dedicated just for the tv. The TV is a 50" samsung plasma 720P

$600 is overkill. I doubt you'd need a $600 motherboard and CPU for quality... a Core 2 Duo could do as well. $300 can get you a good E6750/E6850, a P35/P31, and a good 2/4GB of memory.
 
I have a 7950 GX2 and I use it on a 1080p HDTV. You couldn't tell the video was from my PC unless I told you.
 
Along with budget, another question would be use. Are you wanting to play the latest and greatest games on the card? If so then a 8800gt or 3870 would fit perfectly. If you're only interested in movie/media environment you wouldn't need such power, as most all video cards, even the really cheap ones, are capable of high definition resolution, with no quality loss when compared to a more expensive cards.
