If I get say a video card that has 256 MB onboard memory on it am I right that the computer will use just the video card memory for graphics and video and will not go to my System RAM for Video memory unless it runs out???
 
Yes, with most any newer card that is how it works. System memory is much slower than the RAM on (most) GPU's, thus performance would be much better using only the GPU's dedicated RAM.
