Video card or monitor failure?

Hello,

Just today, I've noticed that all of the icons on my desktop have a blur behind them, and even text on the screen does as well. As I am writing this, I see blurry lines that are kind of faded behind the text.

I don't have another monitor to test the video card, nor do I have another computer to test my monitor on.

The video card was a cheap one, that also uses memory from my RAM. I was told after I bought it that it sucks. I've had both the card and the monitor since July of last year. The monitor is a HPw1907.

Anyone have any ideas?

For me, I think it is monitor failure. Why I said like this? Because, at before, i buy a CRT and it seen very blur when i connect to my graphic card 8600GT nVidia. Lastly i found out that is monitor problem. the screen look like got one layer of yellow in colour in front it.
