I have noticed GTA San Andreas runs better on the Radeon x1950/ Gefore 7900 cards. Since you have AGP, I recommend this card for GTA San Andreas, http://www.newegg.com/Product/Product.aspx?Item=N82E16814102073
My current Radeon HD2900 wont play it at 1440x900, but it plays it just dandy at 1024x768 in widescreen mode. It is a well known bug which Rockstar did not fix.

This is the only game I would recommend a lower end card, if you play other games as well as GTA San Andreas then Reddevil6 is right on the mark.
