Video Editing Hardware

I record television, convert the files from DVR-MS to AVI, then crop the commercials. This takes forever. I would like to know of all the different parts to a computer, which ones help video editing, and converting file formats the most. Is it RAM, CPU. Is it better to have a 3ghz pentium 4 or a 2 Ghz dual core, if im not multitasking?

CPU defiantly play a big part in it the faster the CPU the quicker it will convert the files. RAM is a small part to a good graphics card would probably help a little but not much. Dual core CPU is better because it has two core and newer technology.
