Video editing software question

Hello, was just wondering what softwear there is out there on the market (not pro stuff). Just I need a programme to like blur a section of the video. Like on TV where they blur the faces of people they can't show, or in my case the numberplate of a car.

you'll need something "pro" for that! how long is the clip and how much motion is there?

i dont think movie maker can cut it.
 
there's a non-pro version of adobe premiere that i think is around $60.

You'll be able to do it with that.

You just need to go through it frame by frame with a distortion filter. (not as tedious as it sounds)
 
Thanks you lot will give them a try, oh and my friend has a copy of that premier thing will see if it works good for me if it does for £30 cant go wrong cheers.
